In general, most IR programs are pretty great here, and you shouldn't worry about what you are majoring (concentrating) in at brown for a while, you don't declare until sophomore year and they let you change as many times as you want, although there is paperwork...
As for which track, I'd suggest pairing your interests with a language (a lot of people chose international relations and chinese for example) While technically a double major, many programs allow the integrations of various electives, and there's always the self designed major for those that are unhappy with the options.
There are people known as Mieklejohns that are responsible for advising, and you are paired with a staff member in your general field of study, to better allow you to make informed decisions. I myself changed my concentration twice so far, from Biomed Engn to Psychology/Econ, finally ending with Psych/Physics/Religious Studies
All the programs are effective though, don't worry about it until you need to. Those that come in knowing what they need to do are sometimes overwhelmed by the prospect of "falling behind" and sometimes get depressed. Again, i had a lot of trouble my freshman year, and i wish someone had told me to relax and not worry about things so much.

Good luck deciding!
